If you're new to this format, XML.com has a nice story that talks about the RSS format and its history. If you're looking for a good tool, I can recommend the Sage extension to Mozilla Firefox as a nice way to get started, although you will probably want a standalone application if you start reading a lot of feeds. Microsoft's blogger Robert Scoble claims to subscribe to several thousand news sources; I'm only up to about a hundred myself, and many of them aren't updated every day.
